Administrative Services Director
Under the direction of the City Manager, the Administrative Services Director serves as the Finance Officer and is responsible for financial planning, budgeting, accounting and auditing, treasury cash management and billing of accounts. Oversees the preparation of the annual budget and serves as a consultant with other City Officials in financial accounting practices and financial condition. Directs the finance, payroll and human resources divisions and supervises the function of the Administrative Analyst-City Clerk and Administrative Analyst- Finance & Human Resources. The Administrative Services Director also serves as Human Resources Director and may act as City Manager in his/her absence, and performs other job related work, as required.
The Administrative Analyst-City Clerk is a key position in the City of Willows, responsible for all functions of the City Clerk’s Office including, but not limited to, maintaining the City’s legislative history; administering and supervising municipal elections; ensuring legislative compliance; and administering the City’s record management program. The City Clerk is also responsible for facilitating the work of the City Council by attending all City Council meetings and recording and maintaining a full and true record of their proceedings, maintaining ordinance and resolution books, and keeping the public informed of all City Council actions. In addition, the City Clerk provides administrative support to members of the City Council and the City Manager.
Administrative Analyst / Finance and Human Resources
Under supervision of the Administrative Services Director, the Administrative Analyst will perform a variety of financial and analytical functions for City Finance and Human Resource Services, support grant administration activity, perform routine to difficult accounting and administrative functions, provide financial and non-financial analysis of data and report results, maintain accounting records, and perform other related tasks as requested.
