The Planning Division provides pre-development assistance and processes applications for land use permits, development projects, subdivisions, and conducts environmental review consistent with the California Environmental Quality Act (CEQA).

The City of Willows Community Banner Program

The City is about to roll out a new Downtown street banner program in an effort to:

  • Introduce visitors to the City,
  • Promote civic pride,
  • Beautify the Downtown, and
  • Foster community identity.

Under the Program, sponsors will select a preferred location and street pole for the placement of the banner that they wish to sponsor. More information about the program, including a map of pole locations, is available at the following website:
