THE PARKS & PUBLIC WORKS DIVISION - The Department of Public Works is responsible for oversight of City functions relating to all infrastructure systems including sanitary and storm sewers, coordination of utility company systems, street maintenance and improvement, sidewalks, street lighting, signage and provisions to promote pedestrian and bicycle safety, all public landscaping, parks maintenance, street trees, City facilities maintenance and improvements, and project management.

In addition, Public Works also includes all infrastructure engineering, encroachment permit issuance for work within the City’s right-of-way, and development processing.

Our goal is to provide an attractive and well-maintained City that reflects the attitude of citizens who care about their community, as well as assist applicants through the Public Works portion of development processing. We appreciate all the cooperation we receive in achieving this goal.

How to report a suspected sewer backup:
Suspected or visible sewage backups in the public sanitary sewer system should be reported to the City as soon as possible. Even if you are not sure, please call!

Department Personnel are on call 24 hours a day, 7 days per week. During regular business hours, cal the Public Works Department at (530) 934-6431. After hours, on weekends, and holidays, call the Glenn County Sheriff's Office at (530) 934-6441.

Streets & Sidewalks
Maintaining the city's streets and sidewalks includes more than replacing sidewalks during paving projects – it also involves removal of tripping hazards and ensure access is provided per current standards. In addition to sidewalks, Public Works is also responsible for all street signs, road markings, and traffic signals are all part of providing safe accessible streets.

Storm Sewer System
The Federal Clean Water Act and 1987 Amendment required that Willows take steps to improve its storm drain system and minimize the effect of pollutants which wash from the city streets into city storms drains and then into local waterways. Dumping chemicals, paint, dirt or debris into the storm drains is prohibited by law. For more information, call the city at (530) 934-7041.

Engineering
Contract City Engineering Services have been provided by contract since the early 2000’s. Contract City Engineering Services provide expertise in a variety of engineering functions (city engineering, infrastructure planning services, capital projects, traffic engineering services, bike and pedestrian facilities, etc.) for the City's operation.

Sanitary Sewer System
The Public Works Department provides both routine maintenance and emergency response services for the city's sanitary sewer system. This on-going work protects both the public's health and the region's waterways by collecting, conveying and processing wastewater at the City’s wastewater treatment plant.
